Management, Remediation and Validation

For contaminated land, special management of the soils and potential contaminants will be required during earthworks. This is crucial to protect both site workers from exposure to harmful substances and to prevent any contamination from migrating to neighbouring sites and the wider environment.

To make land safe and prevent environmental pollution, remediating contaminated soil may be necessary. This typically involves one or more of the following:

  • Excavation and off-site disposal of contaminated soil.
  • Soil mixing and reuse of contaminated soil on site.
  • Capping and retention of contaminated soil on site.

The selected approach will depend on the requirements of the development.

Site Management Plan (SMP)

A Site Management Plan (SMP) is produced to ensure the safety of site workers, as well as to prevent any discharges to neighbouring sites and the environment as earthworks are undertaken on contaminated sites.

The SMP outlines:

  • Site control procedures.
  • Health and safety procedures.
  • Environmental management procedures.
  • Site personnel responsible for implementing and monitoring controls and procedures at the site.

Details of any monitoring requirements, disposal requirements and procedures to be implemented following the discovery of unexpected contamination will also be included in the SMP.

Remedial Action Plan (RAP)

A Remedial Action Plan (RAP) details actions to clean land and prevent environmental pollution. The RAP sets site goals, details cleanup plan & validation.

Typically this involves one, or a combination of the following:

  • Excavation and off site disposal of contaminated soil.
  • Soil mixing and reuse of contaminated soil on site.
  • Encapsulation and retention of contaminated soil on site.

The selected approach will depend on the requirements of the development.  Contaminated soil remaining on-site requires an Ongoing Management Plan with long-term monitoring and procedures.

Site Validation Report (SVR)

The Site Validation Report verifies site safety and environmental risk management after remediation and contains:

  • The remedial actions carried out.
  • Confirmation that the remedial goals for the site have been achieved.
  • Any validation sampling or encapsulation undertaken at the site.
